Transitioning to HPCON Bravo

  1. First, thank you for your commitment and dedication over the last few months to ensure the safety of our community. Your efforts have made an extraordinary difference mitigating the spread of COVID-19. After assessing the current environment within the state and the local Minot area, the installation will transition to HPCON Bravo.
  2. The following limits on gatherings are effective immediately:
    1. Indoor gatherings can be up to 50% of the Fire Code capability of the facility and will continue to adhere to physical distancing requirements.
    2. Outdoor gatherings can be up to 100 individuals and will continue to adhere to physical distancing requirements.
    3. Upcoming Changes of Command will still adhere to Higher Headquarters and Protocol Office directed guidelines for gathering size.
    4. Members will use facial covering anytime physical distancing cannot be maintained. The use of facial coverings is encouraged at all times.
  3. References (b) and (c) are rescinded, effective immediately. The following guidance below outlines updated base access for non-DoD affiliated persons and retiree base access for Minot Air Force Base.
    1. Retirees: Full Access/No restrictions for using base facilities.
    2. Official base visitors will use the Gatekeeper process, with the exception of deliveries and local/routine contractors.
    3. All other base visitors:
      1. If visitors originate within the state of North Dakota and possess a North Dakota state license, no further approval is needed.
      2. Out-of-state visitors will need to be approved through their sponsor’s squadron commander. Squadron Commanders will reference a weekly list identifying high-risk areas prior to granting approval.
  4. Reference (g) is rescinded, effective immediately. Minot AFB personnel are permitted to patron bars, tanning/waxing and nail salons, tattoo/body piercing establishments, fitness centers, medispas, and massage therapy clinics. Individuals will avoid establishments that are not following North Dakota safety guidelines.
  5. The Child Development Center (CDC) and School Age Care (SAC) will continue to use a squadron commander mission-essential approval process and will expand capacity using the CDC/SAC prioritization list according to their manpower resources. Reservations are required.
  6. The Fitness Center is now open to all Minot AFB patrons. DSI hours will still be in effect for DSI personnel. Locker rooms and shower facilities within the Fitness Center are now open.
  7. Dining facilities on the installation are open to all patrons. Facilities posted as mandatory facial covering areas will enforce the use of facial coverings. The 5th Force Support Squadron will re-open services on the installation, as appropriate.
  8. Chapel services are permitted to resume under specific guidelines provided to base chaplains.
  9. All community/NAF facilities (e.g., Base Theater, Rockers) on the installation will not exceed 50% Fire Code occupancy for the maximum amount of patrons allowed inside, adhering to physical distancing guidelines.
  10. Telework/Alternate Schedule: Personnel are allowed to return to their work centers and exceptions will be approved by the Squadron Commander. Squadron Commanders will ensure COVID-19 mitigating procedures and physical distancing rules are in-place to ensure a safe environment for their personnel.
  11. Updates to the Restriction-of-Movement policy and local area travel will be addressed in a future memorandum.
  12. Continue to practice sanitization methods that we have been using these past few months, to include sanitizing high-touch areas twice per day. Airmen operating vehicles must sanitize high-touch vehicle surfaces at the beginning and end of use. Follow instructions on cleaner packaging to ensure proper sanitation and drying times.
  13. We appreciate the efforts and flexibility all of Team Minot has demonstrated during this challenging time, and we will continue to take proactive measures to keep our service members, civilians, and families safe.

Take-Out Library Q&A

Online Services:

  • The library will step up advertising existing online library services and add the following elements:
  • Links to free online resources and creditable COVID-19 information
  • Links and subscription information to digital escape room games
  • Livestreaming story time programs
  • Livestreaming or recording and posting instructional videos for craft club

Computer Reservation System:

  • Because many Airmen do not have access to the internet at work or at home, the library would like to be able to provide emergency computer access.
  • Computer users reserve one of 5 computers in the library that are sufficiently geographically separated to allow social distancing via e-mail or phone.
  • The library staff wipes down the computer between users.
  • Computer users and library staff maintain strict social distancing

Borrowers contact the library staff via e-mail (, phone (701-723-3344), or Facebook and can either specify titles as found on the library catalog (, provide preferences (ex. 8 picture books about animals or 5 martial arts DVDs), or even fill out a short questionnaire so that the library staff can select recommended items.

Borrowers also provide a time when they can pick up the materials and if they want to pick them up in lobby or have them brought out to the parking lot (the later requires the ability to call upon arrival). The library staff prepares the materials, checks them out in the system, puts them in a bag, labels the bag with the borrowers name, and either puts them out in the lobby at the specified time or brings them out to the parking lot as arranged and place the bag on the hood of the vehicle.

Borrowers can also provide contact info and indicate if they want an extended check-out period (to support those in the missile field).

Those who want to register for a library card may provide their information over the phone.  The Library staff will enter the information into a computer, and check ID through a window and obtain a signature by placing the form on the windshield when the items are picked up.

The library staff will create craft kits for temporary circulation to add to existing materials (books, audiobooks, movies, TV, music, board games, video games, STEAM kits, and literacy kits).Both checkout limits and loan periods will be flexible except in regards to new DVDs

For now, the library staff will work normal hours to facilitate this and other services, prepare for the Summer Reading Program, perform regular library activities such as collection development, and clean/organize the library.
